The plot of the movie is very slight--two unemployed actors at the end of the 1960s drink a lot, go on vacation to an uncle's cottage, one of them is propositioned by the uncle, one of them gets a job, they go back to London--but the pleasure of the film is in the performances and the dialogue. And it's both screamingly funny and terribly tragic all at once.
As for Uncle Vernon, in Withnail he plays Uncle Monty and he's really more pathetic than sinister. (I played up the sinister aspects for the vid.)
